Dear Reader,

Now that the ash cloud has cleared, we look back at a successful European Forum on Music in Vienna, where a new Board of the EMC was elected. We would like to invite you to have a look at the extensive online documentation of the forum.

The International Music Council’s results of the International Rostrum of Composers are presented as well as the nomination for the Musical Rights Award is opened. The EMC took part in the Culture Sector Platforms and reports back on the findings and future policy issues. And last but not least we would like to draw your attention to the up-coming Access! event that is being organised by the WGY of the European Music Council and that will take place in Turin, Italy. So please spread the word about Access! among the young people interested in music.

European Forum on Music - Looking Back, Looking Forward

The European Forum on Music hosted by the European Music Council (EMC), the Austrian Music Council and the University of Music and Performing Arts in Vienna, was an event that will surely linger in the minds of the participants for a long time to come. 
The theme of the forum entitled ‘Musical Diversity: Looking back, Looking forward‘, encouraged the delegates from nearly 30 countries to reflect on how musical diversity has developed over the past decade and how they and their organisations can help shape the future. Discussions were held on the roles that education, the digital environment, the EU 2020 Strategy, the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, and cities have in promoting musical diversity.
The conclusions and recommendations from these discussions include the idea of the introduction of ‘culture impact assessment'; that regulators should be required to prove that their measures have positive effects; that EMC members' activities should focus on the field of music education; that the EMC should play a key role in redefining the UNESCO Roadmap for Arts Education; and that advocacy work should be governmentally holistic, going beyond the ministries for culture and education.

Alongside the forum, elections for the EMC Board 2010–2012 were held. The new board consists of Timo Klemettinen (Finland), Christian Höppner (Germany), Stef Coninx (Belgium), Erling Aksdal (Norway), Helena Maffli-Nissinen (Switzerland/Finland), Frank Stahmer (Austria) and Kaie Tanner (Estonia), as well as a co-opted member of the Working Group Youth, Claire Goddard (UK/Germany)

European Youth Forum on Music – Access!

Access! European Youth Forum on Music – Registration now open!

Access!,organised by the Working Group Youth of the EMC, is now open for registration. The first European Youth Forum on Music, taking place October 15-17 in the Italian city of Turin, invites young Europeans with diverse backgrounds in music to participate. The three-day programme offers interactive sessions guided by professionals from the field. One outcome of the project will be the creation of the European Agenda for Youth and Music, a document outlining young people’s aspirations in the music field in Europe and beyond. Results of the 2010 International Rostrum of Composers

Ouvertures (Part 1) (2008) for Guzheng, sampler and orchestra by Danish composer Simon STEEN-ANDERSEN (born 1976) and Twilight Chants (2009) for mixed choir, double bass and glasses by young Latvian composer Kristaps PETERSONS (born 1982) are the works which were honoured by the radio music producers participating in the 57th International Rostrum of Composers (IRC) held at the Calouste Gulbenkian Foundation in Lisbon, on May 31-June 4, 2010. A flagship programme of the International Music Council, this year’s IRC edition was co-organised for the first time by Portuguese Radio stations(RTP, Antena 2).
The 2010 Rostrum brought together representatives from 31 national radio networks from four continents, presenting 67 works composed within the five years preceding the Rostrum. The sessions were chaired by Finnish Radio Executive Producer Heikki Valsta . One of the most important projects promoting contemporary music creation via radio broadcasting within the last 50 years, the Rostrum has been fulfilling an additional mission since 2003: to become a forum for professional exchange among radio music producers. Nevertheless, its central purpose, supported closely by the European Broadcasting Union, is to provide contemporary music creations with the largest possible number of broadcasts worldwide. For instance, the works presented at the 2009 Rostrum received almost 500 broadcasts via the participating radio networks as well as others broadcasters; the winning works from the two categories in 2009 were broadcast by as many as 28 radio stations. Save the Date! 4th IMC World Forum on Music and 34th General Assembly of the IMC

September 26 – October 2,  2011, Tallinn, Estonia, organised jointly by the International Music Council and the Estonian Music Council. The overall theme of the forum will be ‘Music & Social Change’ and the following thematic areas will be dealt with more in-depth:

  • Education (formal, informal, non-formal, e-learning, the multi-task musician) 
  •  New technology 
  • Composition/performance 
  • Development programmes 
  • Youth’s perception

The forum will include a music programme, with staged performances, symphonic and choral works, chamber music, Gregorian chant, traditional music, folk music, media arts, and electronic music, performed by professional musicians, young artists and by youth projects at various locations in and around the city. 

The IMC General Assembly will take place during the mornings of October 1 and 2.

In the afternoon and evening of October 1, participants are invited to attend a diverse range of concerts throughout the city of Tallinn, organised by the Estonian Music Council and its members and partners, in celebration of International Music Day.

IMC Board Meeting to take place in Douala, Cameroon
The IMC Executive Board will meet on November 14-20  2010 in Douala, Cameroon; coinciding with the African Musics Market Le Kolatier. As IMC records suggest,  this will be the first meeting of an official IMC organ to take place in Africa. For this occasion, the President of the African Music Council, Lupwishi Mbuyamba, will organise as many meetings with current and potential members in Africa as possible, as well as with musical authorities. This meeting will demonstrate  the importance of Africa for the IMC, and reflect the IMC's appreciation for the continent’s active participation in all its activities.
Cultural Policy

EU Culture Platforms
From 8-10 June 2010 the European Commission hosted plenary meetings of all three Culture Sector Platforms. After the publications of the Recommendations of the platforms in 2009, the discussions centred on the future: what activities to take and what are future policy implications to relate to – also what is the interest of the European Commission that originally set up the platforms? You may read an in-depth summary here.

The first section of the summary “background” takes you back to the origins of the platforms and its context – the European agenda for Culture. The second part reports back about the plenary meetings that were held in June 2010 and the third part gives an outlook what is next on the political agendas for culture in an EU context.
Green Paper on Culture Industries
The European Commission published its Green paper entitled 'Unlocking the potential of cultural and creative industries'. Key areas of the document are: the creative production chain, creative partnerships between art (hopefully also including music in the term “art”) schools, education institutions and businesses and the mobility of cultural works and artists.

News from EMC member
The European Association of Music in Schools (EAS) 18th annual international conference held in Bolu, Turkey was termed a great success, with c.180 delegates. Presentations, keynotes and workshops addressed the theme of the influence of social-cultural change on music education. The EAS Student Forum included 30 student teachers from 13 different countries. The conference strengthened the EAS network and provided rich opportunities for those who were visitors to learn much about music and music education in Turkey.
meNet is a Comenius network project funded by the EU, initiated and hosted by EAS  Its members involved with the project (www.menet.info) are now working on Learning Outcomes for Generalist teacher Training in Music. These are a development from the currently published Learning Outcomes for Specialist Music Teacher Training. International Association for Music Information Centres
The World Soundtrack Awards, an awards presentation honouring the best in film music, established by the Ghent International Film Festival's World Soundtrack Academy in 2001, has announced an all-star line-up to usher in its 10th year. Ten world class composers will be appearing live in concert at the awards presentation in Ghent, Belgium on October 23rd.

The IAMIC's Virtual Composers In Residence Programme creates a special platform for composers of all genres,allowing them to share and publish information about their work and development. Two composers, from different countries, are given one month to share their thoughts, ideas, works and inspiration. The conversation is public and open for public comments. The MORE (Music Orality Routes Europe) project, supported by the Culture Programme 2007-2013, seeks to encourage innovative initiatives in the field of music education based on the intercultural potential of the range of traditional music active in Europe.Cité de la musique and the five MORE partners take this opportunity to share experiences, undertake exemplary actions through two summer schools (Transcultural Workshops in Roots & Routes Summer School in Rotterdam(NL) July-August 2010 and Folworks Summer School in Durham (UK) August 2010), encourage participants to think and develop their ideas and experiences through two symposiums and a final conference.

The Fondazione Adkins Chiti: Donne in Musica announces the creation of an online digital library for guitar compositions and welcomes published and unpublished scores for solo guitar and/or with one other instrument. To be part of this project composers must send a score for each work submitted (maximum 6 pages), an updated  email address or website url , a 5 line curriculum in Times New Roman 12, including date and place of birth in any language PLUS English, and a photograph in JPG format to  library.donneinmusica@gmail.com. Incomplete submissions will not be processed (Deadline; June 30, 2010)
 
The foundation's “Music for the Mind” project is preparing a biographical dictionary of 150 Serbian women composers entitiled “Women and Music in Serbia”.  Research undertaken by Jelena Novak, Ivana Neimarec and Voyna Nesic along with the European Parliament 2009 resolution for Equality of Treatment and Access for Women in the Performing Arts, calling for an increase in the presence of female creators and their works in programming, collections, publishing and consultation, highlight the need for this book. Any Serbian women composers wanting to be included should write to forum@donneinmusica.org

Continental Arts Centre
The 30th European Christian Artists Summer Seminar will be held in the village of Doorn in the Netherlands on July 31 – Aug 4. Fifty professional teachers and artists will be participating, 25 parallel workshops will take place every hour, and masterclasses in contemporary music, classical music, dance, theatre, visual arts etc., will be held. On the occasion of the Liszt anniversary year in 2011, the KLASSZ Music Office of Hungarofest Nonprofit Ltd – official coordinator of the Liszt Year 2011 in Hungary – and the Hungarian Music Council announce the World Liszt Day project, calling for international cooperation on the day of the 200th anniversary of Franz Liszt’s birth.The aim of the project is to initiate the performance of Franz Liszt’s oratorio Christus October 22, 2011 in as many concert halls around the world as possible. The global performance of this monumental work would mark the 200th birthday of the great composer and be the highlight of the worldwide events of the Liszt Year.
