Editorial
Dear Reader,

2010 is an important year for a lot of political agendas. After the first 10 years of the 21st century it is time to take a look at what has been achieved and what shall be future priorities. The Lisbon strategy, which has shaped EU policies for the past ten years with the aim of becoming the leading economy in the world has failed. A new strategy, Europe 2020, has been introduced and puts the focus on smart, sustainable and inclusive growth. 2010 also marks two thematic years, the European Year of Combating Poverty and Social Exclusion, proclaimed by the European Union, as well as the International Year for the Rapprochement of Cultures, initiated by UNESCO.

Also, the European Music Council (EMC) will 'Look Back and Look Forward on Musical Diversity' at the first European Forum on Music in Vienna. Do not forget to register and join us in Vienna for an interesting few days of discussion,
networking and music.

European Forum on Music - Looking Back, Looking Forward
Registration still possible!

The first ever European Forum on Music will take place on 15-18 April 2010 in Vienna, Austria. The event will be organised in cooperation with the University of Music and Performing Arts, Vienna, the Austrian Music Council and EMC.
Topics will include:

  • Musical Diversity in Urban Areas with representatives of the European Capitals for Culture and UNESCO creative cities for music
  • Musical Diversity in Music Education with experts on lifelong learning and arts education
  • Musical Diversity and the Digital Environment with experts in public broadcasting and the European songwriting and compositioni sector

European Youth Forum on Music – Access!
Turin, Italy
14-17 October 2010
Organised by the Working Group Youth of the European Music Council, in cooperation with Europa Cantat - the European Federation of Young Choirs, the Italian Music Council (CIDIM), and Feniarco (Italian choir Federation)

The Working Group Youth of the European Music Council is currently organising its own event. Access! which will boost the already increasing involvement of young people in music and music organisations. Its goal is to create a platform for young people who are involved in all branches of European musical life. The event’s main role is to help provide the stepping stones needed when building up a musical career and also to create a space for future initiatives. The project will culminate in a four-day event in autumn 2010 in Europe’s Youth Capital, Turin (Italy), where participants will meet with experienced professionals from the music world. They will learn, create and network in sessions with themes of music policy, music management and musicianship.

A major outcome of the project will be the drawing up of a European Agenda for Youth and Music, a qualitative document outlining young people’s current aspirations and hopes about music in Europe and beyond. This document will serve as an inspiration for European music organisations, European politics and set a stimulating agenda for all of Europe’s young people.

Europe 2020: A new strategy for the next 10 years

On 3 March 2010, EU Commission President Barroso introduced a new EU strategy: Europe 2020. This new strategy puts a priority on smart, sustainable and inclusive growth. The strategy sets out five precise goals that member states are to achieve by the year 2020.
  • 75% of the population aged 20-64 should be employed
  • 3% of the EU’s GDP should be invested in R&D (Research and Development)
  • The 20/20/20 climate/energy targets should be met: i.e. 
    • 20% cut in CO2 emissions compared to 1990
    • 20% rise in the share of renewable energy sources 
    • 20% fall of energy consumption
  • The percentage of early school leavers should be under 10% and at least 40% of the younger generation should have a tertiary degree
  • 20 million fewer people should be at risk of poverty
The EMC considers it important to emphasise that music plays a considerable role in the achievement of the above-mentioned aims. The EMC participated in a consultation process launched by the EU Commission three months before the strategy was published. You can find the EMC contribution to the consultation here
2010: European Year for Combating Poverty and Social Exclusion

The combat of poverty is not only an important goal of the Europe 2020 strategy. Already this year, the EU has proclaimed 2010 the year of “Combating Poverty and Social Exclusion”. Almost 84 million Europeans live at risk of poverty, which means they face insecurity, and go without what most people often take for granted.
The European Commission is currently appointing ambassadors from all over Europe. They are well-known personalities who will contribute to raising the year’s visibility at events and in the media. EU-China
Special call for proposals: "EU-China civil society dialogue". Deadline 7 May 2010.
Launched by DG EuropeAid (EuropeAid/129551/L/ACT/CN), 1 million EUR will be made available for projects seeking to support the consolidation of a structured and ongoing dialogue between European and Chinese civil societies. More information can be found here

The results of the 2009 calls for proposals...
The results for multi-annual projects and cooperation measures (strand 1.1 and 1.2.1) have been announced. About twenty projects will take place in the field of music. The results for operational grants have also been published.

Spanish EU Presidency

European Forum on Cultural Industries

The Spanish Ministry of Culture and the European Commission are organising the European Forum on Cultural Industries. In this framework of the forum, the European Commission will present the general lines of the Green Paper on Cultural and Creative Industries.

International Seminar Culture & Development
As a follow-up of the successful Colloquium "Culture and Creativity, vectors for development", organised by the European Commission and the ACP countries (Africa, Caribbean and the Pacific) in April 2009, the Spanish EU presidency is organising an international seminar around "Culture & Development" on 4 and 5 May 2010 in Girona.

UNESCO
UNESCO world conference on arts education, 25-28 May 2010, Seoul, Korea
The inaugural world conference on arts education in Lisbon was a first experience of organising a global forum of arts education and exploring the possibilities of international cooperation. The major outcome of the Lisbon conference was the "Road Map for Arts Education". In succession to the 1st world conference, the 2nd world conference is to re-evaluate the Road Map, develop advocacy strategies focusing on socio-cultural values, enhance the capacity to realize the values, and furthermore adopt a joint declaration for the development goals of arts education. http://www.artsedu2010.kr

UNESCO Road Map for Arts Education
UNESCO is responsible for gathering information on the activities undertaken by countries in respect of the promotion and implementation of the Road Map’s recommendations. To this end, UNESCO has undertaken a survey on the implementation of the Road Map for Arts Education. This survey was carried out from February to December 2009. A questionnaire was sent to all 193 Member States via the respective countries' National Commissions for UNESCO. The questionnaire, as well as a list of the countries that have responded, can be found on the UNESCO website.
2010: International Year for the Rapprochement of Cultures
The United Nations General Assembly has proclaimed 2010 the International Year for the Rapprochement of Cultures.
The UN officially designated UNESCO as an active player in the celebration of this year. The four following priorities were identified:
  • promoting reciprocal knowledge of cultural, ethnic, linguistic and religious diversity;
  • building a framework for commonly shared values;
  • strengthening quality education and the building of intercultural competences;
  • fostering dialogue for sustainable development.

International Fund for Cultural Diversity (IFCD)
The UNESCO Secretariat has announced the official launch of the International Fund for Cultural Diversity (IFCD). Applications for 2010 to the fund are now being accepted. You will find all relevant information and documents (explanatory note, applications forms etc.) on the Convention 2005 website.  
Completed application forms must be submitted to National Commissions for UNESCO or another official channel designated by States' Parties to the 2005 Convention. The National Commission will review applications to ensure that projects are relevant, meet the country’s needs and have been subject to consultation among stakeholders.

Polifonia is pleased to announce that registration has opened for the upcoming conference of the ‘Polifonia’ Working Group for Instrumental/Vocal Teacher Training (INVITE) at the DIT Conservatory of Music and Drama in Dublin form 16 – 17 April. The International Association of Music Information Centres (IAMIC) and MIC have created a new page on their website as part of the IAMIC Virtual Composers in Residence Programme – New Residences. Each month, two composers from different countries will be featured, offering composers of all genres a forum to gain greater visibility for their work. This month’s topic is ‘Working with music from different cultures’, and the featured composers are New Zealander Jack Body and Katharina Klement from Austria!
The conversation is open for public comments. Use this opportunity to get into a dialogue with our composers!
The European Workshop for Contemporary Music of the German Music Council will be giving a concert during the course of the ‘Forum Neuer Musik’ (Festival for Contemporary Music) in Cologne on April 11 at 9 p.m.  The performance will take place in the chamber music hall of Deutschlandfunk, Raderberggürtel 40, 50968 Cologne. Conducted by Rüdiger Bohn, the young musicians will perform works of the ‘new generation’ of eastern European composers, such as Bohdana Frolyak, Thomasz Praszczalek and Joanna Wozny. For further information see www.musikrat.de/ewcm2010
The European Association for Music in School (EAS) Conference will take place in Bolu, Turkey from the 26 -29th April.  Please go to http://www.eas2010.ibu.edu.tr for information about the programme and to reserve your place.

meNet is a Comenius network project funded by the EU. It is initiated and hosted by EAS and the products from the three year project (2006-09) are now available at www.menet.info. These products include descriptions and commentaries on music education in schools, and music teacher training in 19 European countries; and also a document setting out Learning Outcomes for initial teacher training in Music. EAS aims to continually revise, develop and update these products and we welcome EMC members’ responses.
Fair Play - Anti-Corruption Youth Voices

Entries are NOW OPEN for Fair Play - Anti-Corruption Youth Voices, the global competition for original songs by young musicians on the theme of anti-corruption and good governance organized in partnership between Jeunesses Musicales International (JMI) and the World Bank Institute. JMI kindly requests the support of EMC Members in spreading the word to local musicians!
The competition is an initiative of the Global Anti-Corruption Youth Network, a worldwide network of civil society organizations with the specific agenda of fighting corruption. Winners of Fair Play - Anti-Corruption Youth Voices will be invited to perform at the group's international summit Spring 2010 in Brussels, Belgium.
The competition is open to all musicians under 35 years of age, from any country. To enter the
competition candidates should upload their anti-corruption video to YouTube and send the link

Fair Play - Anti-Corruption Youth Voices has nine international musical ambassadors - top young artists from Bangladesh, Burundi, Cameroon, Colombia, Lebanon, Macedonia, Philippines, Sierra Leone and Zimbabwe, who have recorded and released their own original tracks on corruption in order to motivate and engage young people worldwide in the fight against corruption. The MORE project (Music Orality Roots Europe), supported by the Culture Programme 2007-2013, saw its first event take place at the Cité de la musique in Paris in December 2009: a two day symposium on the theme of ‘Orally transmitted music and intercultural education’.
The next MORE event will be organised by the Sage Gateshead from 9 to 14 August 2010 in Durham (UK). The MORE Folkworks Summer Schools (junior, youth and adult) offer workshops in folk music, song and dance - culminating in a whole day of outdoor music.

On the occasion of the 2010 European Year for Combating Poverty and Social Exclusion, the European Festivals Association (EFA) is launching its flagship project for 2010, ‘Open the Door’. As in previous European Years, EFA will be viewed as an official partner of the European Union. ‘Open the Door’ is yet another important contribution by the EFA to engage festivals in a joint commitment to raise awareness of the societal issues at stake in Europe and beyond. It invites festivals to invest in, and reflect upon, the transforming power of the arts and culture in our societies today. Under the motto “Festivals: Open Doors. Open Minds. Build Societies!”, the EFA will organise - throughout the year - different meetings across and beyond Europe to open doors in a variety of ways. Interest can be expressed on the project website www.Open-The-Door.eu.
Enhancement of the European Musical Exchange Platform
The European Musical Exchange Platform is now open to all European countries. From its inception, the Exchange Platform,  concentrated on the musical lives of Germany, Poland, the Czech Republic, Estonia, Latvia and Lithuania, by offering these states numerous opportunities for organisers, musicians and cultural institutions to present themselves; to network with each other, and to announce their activities. Now the Platform wants to encourage people from all European countries to join in - to take part in a cultural exchange across borders, and to help promote cultural diversity.
Dutch Music Council / Continental Arts Centre
The European Christian Artists Summer Seminar will be held for the 30th time in the village of Doorn in the Netherlands from July 31 – Aug 5. Fifty professional teachers and artists will be participating, 25 parallel workshops will take place every hour, and masterclasses in contemporary music, classical music, dance, theatre, visual arts etc., will be held. The seminar is supported by the EU and trade unions. You can sign up for this summit of learning and inspiration at www.christianartists.org
GEDOK Karlsruhe presents, in cooperation with BBK, a concert project “Hungary between Finland and Sicily” on April 20, 2010. Timea Megyesi (oboe) and Jin-Young Lee (piano) will play music by contemporary Hungarian composers contrasting wiht music from 18th and 19th century Scandinavia, Germany and Italy.
GEDOK members are involved in different projects. Mayako Kubo (GEDOK Berlin) has just finished her new opera ‘The Spider’s Rope’ for young students to perform, -all coming from different cultural backgrounds. The TIBIA Woodwind Quintet released a new CD with music by women composers. The soprano Sieglinde Schneider, (GEDOK Köln) performed her programme ‘War and Peace’ in November 2009 in the Plenary Assembly Hall of the German Bundestag in Berlin.
GEDOK is partnered with FSWW (Foundation Supporting Women’s Work) in Istanbul for a concert project entitled ‘Three Sisters’.

The Fondazione Adkins Chiti: Donne in Musica is organising a number of events centred upon the work of young female composers under the age of 30. The foundation is constantly receiving requests for works from young composers - "under thirty".   So if you are a young woman composer you are invited to send a full CV, a list of works, and a photograph in pdf to controcanto@donneinmusica.org.  The foundation shall also be happy to receive materials from composers "above thirty" to forum@donneinmusica.org
The Foundation invites ALL women working in the fields of the Arts and Culture to read the following document and contact their parliamentary representatives for welfare, equal opportunities, the family, culture, education and employment. This is the European Parliamentary Resolution we have all been waiting for.  Italy has already taken a resolution to the Senate Cultural Commission and to the Ministry for Equal Opportunities and we are working to have this recognised in our own legislation.  You can do the same thing - if you need any help, the foundation is willing to help. forum@donneinmusica.org
