About the new Creative Europe programme

With a budget of 2.2 billion EUR, Creative Europe 2021 - 2027 it is the biggest ever funding programme for the cultural and creative sector at EU level.

This budget will allow the continuation of successful funding schemes like the cooperation projects, European networks and platforms but also include new funding strands. This includes in particular a dedicated funding scheme for music, with a focus on contemporary and live music.

The future programme will give priority to the promotion of female talent and support to women’s artistic and professional careers. The new programme will also introduce as a key objective the promotion of access for and the participation of people with disabilities and marginalised groups in the cultural and creative sector. Climate change and contributing to the European Green Deal is also a cross-cutting priority of the new programme.

The new programme was launched in an online conference by the Portuguese Presidency of the Council of the EU from 17-18 June in Lisbon. The conference featured policy makers and stakeholders from the cultural sector addressing priorities of the new programme in panel discussions on music or mobility and sustainability.

Culture in Horizon Europe

Horizon Europe is the EU’s funding programme for research and innovation. The aim is to help accelerate the green and digital transitions and will contribute to sustainable recovery from the pandemic and to EU resilience against future crises. Under Pillar 2 of Horizon Europe, there is for the first time a dedicated envelope for culture, that is Cluster 2 ‘Culture, Creativity and Inclusive Societies’. It focuses on challenges related to democratic governance, cultural heritage and the creative economy, as well as social and economic transformations through culture.

The Work Programme 2021 - 2022 for "Culture, Creativity and Inclusive Societies" outlines the calls and topics that will be published in Horizon Europe. This includes topics such as "Cultural and creative industries as a driver of innovation and competitiveness" (2021) or "Towards a competitive, fair and sustainable European music ecosystem" (2022).

On 1 July (9.00-13.15 CEST, no prior registration), the European Commission organises an Info Day on Cluster 2 “Culture, Creativity & Inclusive Societies” online.

On 22 June, the Culture and Education Committee (CULT) of the European Parliament held a public hearing on the topic “Creative Europe and the cultural and creative sectors in Horizon Europe: how can synergies and potentials be maximized?”. The recording of the hearing can be watched here.
