Culture in the EU’s national recovery and resilience plans
 
 
 
 
 
Next Generation EU is the EU’s stimulus package in response to COVID-19. The biggest part of this package is the Recovery and Resilience Facility (RRF) which is channelled to the EU member states and distributed according to national recovery and resilience plans. Culture Action Europe (CAE) has published an overview and analysis what types of investments or reforms are included in the plans directly supporting the cultural ecosystem. It follows up on a call by the European cultural and creative sectors, and backed by the European Parliament, to specifically earmark at the very least 2% of each national recovery plan for culture.
 
 
 
 
 
 

CulturEU Funding Guide

The European Commission has published a new online tool for EU funding. CulturEU aims to gather all available funding information for the cultural sector in one single online platform. It provides information of 75 funding opportunities from 21 different EU programmes ranging from Creative Europe and Horizon Europe to the structural funds and InvestEU.
 
 
 
 
 

Creative Europe Monitoring Report

The European Commission has published a report about the implementation of Creative Europe in 2020 in particular its response to the COVID-19 pandemic. It highlights key policy initiatives and puts a spotlight on Creative Europe’s support for the music sector as well as on projects on sustainable development.
 
 
 
 
 
 
 

The situation of artists and cultural recovery in the EU

The European Parliament has adopted a report on “The situation of artists and cultural recovery in the EU”. Overall, the report addresses the challenges of the cultural and creative sector in dealing with the pandemic, working conditions and the role of culture in society. Suggestions are made on a number of important issues such as: cross-border mobility and administrative requirements obstacles, access to art education and lifelong learning, implementation of the Copyright Directive, income of artists and others working in the sector and concern regarding buy-out contracts, access to collective bargaining for solo self-employed, fair remuneration and social security, protection and defence of artistic freedom, access of access and cultural workers from marginalised groups, private and public investment and including the CCSI in recovery funds. The report also calls on the European Commission and Member States to further exchange on artistic freedom and explore further possibilities of a European Status of Artists.
 
 
 
 
 

European Year of Youth 2022

2022 will be the European Year of Youth in which the European Commission will coordinate a range of activities with the European Parliament, the Member States, regional and local authorities, youth organisations and young people themselves. The initiatives will be supported by 8 mio. EUR from Erasmus+ and the European Solidarity Corps. Other EU funding programmes will also significantly contribute to the objectives and activities of the Year. The aim of the year is that young people will benefit from many opportunities to gain knowledge, skills, and competences for their professional development, and to strengthen their civic engagement to shape Europe's future. Several flagship initiatives from across several policy areas are expected to be launched during the European Year of Youth including ALMA, a new initiative to help young people who are not in employment, education or training to find job and educational opportunities in their home country and another EU country. The European Year will be officially launched in January under the French Presidency.
 
 
 
 
 
 

A Cultural Deal for Europe policy conversation

On 1 February 2022, Culture Action Europe, the European Cultural Foundation and Europa Nostra in partnership with the Rebuilding Europe with Culture Campaign are organising the Annual Policy Conversation “A Cultural Deal for Europe” as an online event.
 
 
 
A Cultural Deal for Europe is a Europe-wide campaign and movement aimed at bringing culture to the centre of political debate and action. It is a call for relevant and timely support to cultural workers post-Covid and an appeal to include artists, creatives, cultural workers, heritage operators, independent, amateurs, non-profits, volunteers, and civil society organisations in the Conference on the Future of Europe. The Cultural Deal EU has been endorsed by over 800 individuals and organisations and is still open for endorsement!
 
 
 
 
 
Music Moves Europe Awards
 
15 artists have been nominated for the Music Moves Europe Awards 2022. Five of them will be selected as winners by an international jury and one artists will receive the Grand Jury Prize. Music fans across Europe can vote to select the winner of the Public Choice Award 2022. All winners will be revealed at the Music Moves Europe Awards Ceremony on 20 January 2022 at Eurosonic in Groningen.

Horizon Europe calls for music and culture

Horizon Europe is the research and innovation programme of the EU. Cluster 2 of the programme focuses on “Culture, Creativity and Inclusive Society”. The cluster aims to contribute to the green and digital transitions and the post-COVID 19 recovery as well as the programme's priorities on democracy and governance, cultural heritage, and social and economic transformations. Several calls in this cluster will be published in early 2022 including the topic “Towards a competitive, sustainable European music ecosystem”. During an Info Day on 7 December the different calls were presented by the European Commission. The presentations and recordings of the Info Day are available here.
 
 
 
 
 

MOST calls for managers and festivals

MOST - Bridge for Balkan Music is a Creative Europe funded project, coordinated by Hangvetö with 8 partner organisations including the EMC. It offers funding, training and networking opportunities for world music professionals.

MusicAIRE has started!
 
After the launch of MusicAIRE in October, the initiative has made big steps forward. MusicAIRE is a Music Moves Europe funded project run by Inova+ and the European Music Council (EMC). After a questionnaire with more than 100 responses, two meetings of the think-tanks on green, digital and just & resilient recovery met in November and December. The results will be analysed and will form the basis for the calls for grants that will be published in early 2022.
 
 
 
 
 
New EMC podcast episode
 
A new episode of "Music Webs - Weaving connections and untangling cultural policy in Europe", the EMC podcast, was published on 25 November on the occasion of Orange Day - International Day for the Elimination of Violence against Women. Listen to the conversation between EMC Secretary General Ruth Jakobi, Merlijn Poolmann (The Netherlands), and Moritz Eggert (Germany).
 
 
 
 
 

EMC is looking for a Communication Officer

The EMC is looking for a Communication Officer (M/F/D) to contribute to the development of the organisation in response to the needs of the European music sector in the 21st century. We are looking for an open-minded and dynamic person, with an interest in European music and cultural policy issues as well as international networking.
 
 
 
 
 
As 2021 is coming to an end, we are looking back at yet another year heavily impacted by COVID-19. But the connections and exchange within the EMC network and beyond are continuing nonetheless and feel more important than ever. We are looking back at a successful online European Forum on Music 2021, great strives forward with our Erasmus+ project SHIFT, the start of MusicAIRE to develop grants for the music sector and new editions of our podcast Music webs. We look forward to 2022 with continued and new activities.
